PARLIAMENTARY PROCEDURE 2007 - 2008 #2

Perhaps one of the greatest fears an individual may have is the fear of public speaking. Add to that, YOU have been elected president of your organization and You are expected to run the meetings.

What is the order of business? What language should I use? I don't know parliamentary procedure.

What is the business that will be brought up to the group? PANIC ATTACK!!!! Having an agenda and a script in hand can produce orderliness and predictability making you appear an expert at presiding.

Answers to the agenda puzzle listed in the first bulletin ( scrambled Agenda) are listed below. Also listed below is a guide to Agenda Development.

The formality of your meeting depends mainly on the the size and the purpose of the meeting. Strictly speaking, Order of business is the established sequence of topics to be considered and Agenda consists of those topics.

The standard agenda is the blue -print of your meeting and usually consists
of six items.


1. Reading and approval of the minutes
2. Reports from officers, boards and standing committees
3. Reports from special committees
4. Special orders (Usually not common in an ordinary group).
5. Unfinished business
6. New business

Most organizations include some type of opening ceremonies; invocations, national anthem, pledge of allegiance to the flag, roll call, etc. These activities follow the call to order and may be conducted without a quorum being present.

The script is based on the agenda. What, When and Who is to speak. There is a great feeling of assurance knowing you have a script to follow in case of a difficult situation arising. Scripting also helps to maintain the necessary rules to expedite business.

In other words, don't leave home without your agenda and your script.

Parliamentary point: A majority vote is more than half of the votes cast NOT one more than half. If 15 votes are cast, majority is 8, not 8 ½. 14 votes cast, majority is 8.
